The following will display ODJFS on the the screen and reports:
Create a report and submission file for the Ohio Department of Job and
Family Services with employment information. This program will be run
at the end of each quarter. In the input screen, there's an option to
create a submission file. To create just a report, with no updating,
"N" should be entered. If an ODJFS report has been created and
everything is correct, than "Y" should be entered. Answering "Y" to
create a submission file, will create a final report, an ODJFS tape and
QTD totals on USPSCN/DEDSCN will be cleared. When running ODJFSRPT, the
reporting year and reporting quarter will automatically be filled in
with the current reporting year and quarter. The maximum number of
weeks is defaulted to 13, but can be changed. The Federal EIN and ODJFS
Account Number are automatically filled in and cannot be changed. If
these are incorrect, they need to be corrected on USPSDAT/USPCON. The
district's name and address is also automatically filled in, using
information from USPSDAT/USPCON. The district information can be
updated if necessary. The tax rate needs to be entered only if ODJFS
supplied it. This is the Unemployment Insurance Tax Rate and only
applies to districts who are contributing employers. The Interest
Amount and Penalty Amount applies only to those districts where the
Ohio Department of Job and Family Services reported an interest or
penalty amount. When the program is run it will create an employer
record, employee records, and a total record (totals for all employees).
1.3 OBESEDT: OBES edit tape program eliminated
The OBESEDT program is retired and no longer available and there is no
replacement.
1.4 PAYDIR: Turned into MENU program with reverse option separate
The PAYDIR program has been turned into a MENU program with the following options:
The REVERSE option will only be available to those users who have USPS General Manager (GM) or System Manager privilege. For those users with Standard USPS access, only the DEPOSIT option will be available.
Standard users will not have the ability to create a reversing ACH tape file, the reversing prompt has been removed from the options screen. Standard users will have to request assistance from their ITC or personnel at their district who have USPS GM privilege to create a reversing tape file.
When the REVERSE option is used, the user will still need to answer the
"Create reversing tape file?" prompt with a Y in order for a reversing
file to be created.
1.5 PAYROLLCD: Create ODJFSRPT in Quarterly Payrollcd
As of the second quarter in 2006, the ODJFSRPT will be produced in
PAYROLLCD. The OBESRPT from the previous quarter will remain in
PAYROLLCD. Therefore, after finishing the second quarter in 2006, you
will see the ODJFSRPT and prior OBESRPT. The OBESRPT will no longer be
produced, but all prior reports will remain in PAYROLLCD.
1.6 UDMS: Updated views for new fields
The following views have been updated-
The UNLOBES program is retired and no longer available and there is no
replacement.
1.8 USPLOAD/DEDSCN: Add new tokens for ODJFS
Added tokens for ODJFS_FLAG, ODJFS_QTD_GROSS and ODJFS_YTD_GROSS.
1.9 USPS_ANN Menu: Remove OBESEDT and OBESRPT
Removed OBESEDT and OBESRPT from USPS_ANN menu as options. OBESEDT is
not being replaced, whereas OBESRPT is being replaced with ODJFSRPT.
1.10 USPSDAT/USPCON: Increase size of ODJFS Number - formerly OBES Number
Increased size of ODJFS Number from 12 to 15 characters. This is a
required change by the Ohio Department of Job and Family Services
(ODJFS).
1.11 USPSDAT/USPCON: Remove obsolete references
Removed references to period closing flags for magnetic tape or
diskette.
2 Problems Corrected
2.1 USPEMS/PERDET: Allow "D" and "O" for position status
Allow selection of "D" and "O" for position status in PERDET. The
position status of "D" is for new position in district and "O" is for
retired/rehired employee.
3 Technical Enhancements and Changes
3.1 ODJFS.LIB: New record layout for ODJFS file
ODJFS.LIB includes the individual layouts for each type of ODJFS
records. This includes the transmitter, employer, employee, employer
total and final total records. This layout replaces OBES.LIB.
3.2 ODJFSTR: Create final submission file for ODJFS-Replaces OBESTR
Adds the header and trailer records for the Ohio Department of Job and
Family Services. ODJFSRPT must be run first to get each district's
employment information. Then all the ODJFS.yyQq output files from
ODJFSRPT must be appended. (The yy stands for the current reporting
year and q stands for the reporting quarter). Once the files are
appended, then ODJFSTR should be run to add the header to the beginning
of the master tape and one trailer record to the end of the master
file. The newly created output file will be called UIWAGE.yyQq. Please
refer to the Ohio Unemployment Compensation Guide for specifications on
how to submit the file.
3.3 READY_OBES_TAPE.DTR: Retire program
The Datatrieve program READY_OBES_TAPE.DTR is retired. It is being
replaced by READY_ODJFS_TAPE.DTR.
3.4 READY_ODJFS_TAPE.DTR: Added program
READY_ODJFS_TAPE.DTR has been added, since the READY_OBES_TAPE.DTR is
being retired. READY_ODJFS_TAPE.DTR asks for the year and quarter, so
that the records can be viewed online for a specific file.
3.5 USPBEN.LIB: New fields added
USPBEN.LIB now includes two new fields. A 2 position filled called
USPBEN-USER-CODE-1 and an 8 position field called USPBEN-ANNIV-DATE.
These fields were added using existing filler.
3.6 USPEMP.LIB: New field added
An 1 position alphanumeric field called USPEMP-EMAIL-DIRDEP-FLAG has
been added to USPEMP using existing filler.
3.7 USPJOB.LIB: New field added
An 8 position alphanumeric field called USPJOB-SUPERVISOR-ID has been
added to USPJOB using existing filler.
3.8 USPNEWEMP.LIB: New fields added
USPNEWEMP-HQPD, USPNEWEMP-PARAPROF and USPNEWEMP-PAYPLAN has been added
to USPNEWEMP using existing filler.
3.9 USPS0606: Conversion and initialization program to increase USPS-OBES-NUM and initialize new fields for new HR system
Increase the size of USPS-OBES-NUM from a 12 byte field to 15 bytes on the USPSDAT.REL on the district id record.
Also, initialize new fields for USPS-DIRDEP-BATCH-FLAG on the miscellaneous record of USPSDAT, USPEMP-EMAIL-DIRDEP-FLAG on USPEMP, USPJOB-SUPERVISOR-ID on USPJOB, USPBEN-USER-CODE-1 and USPBEN-ANNIV-DATE on USPBEN and lastly, USPNEWEMP-PAYPLAN on USPNEWEMP. All of these new fields will use the filler at the end, therefore, no record size change is necessary.
There is a command procedure, USPS0606.COM that may be used to submit
this conversion/initialization program to batch.
3.10 USPSDAT.LIB: OBES number increased
OBES number has been increased from 12 to 15 characters. This field has
been moved to the existing filler space on the district id record. The
old obes number in the beginning of the file is moved to the end of the
file and leading zeroes will be added. The old obes area will be spaces.
4 Modifications to Menu Files
4.1 USPS_ANN Menu: Remove OBESEDT, OBESRPT and OBESTR
Removed OBESEDT, OBESRPT and OBESTR from USPS_ANN menu as options.
OBESEDT is not being replaced. OBESRPT is being replaced with ODJFSRPT
and OBESTR is being replaced with ODJFSTR.
5 Documentation
The documentation is maintained by the SSDT and can be found in the
OECN$ROOT:[USPS.V4P2.DIST] distribution directory.
5.1 Documentation Summary
The following are documentation files for the Uniform Staff Payroll System package and a brief description of the contents and intended audience of the document.
Documentation produced for this package was developed with a Digital product called VAX Document. This product enables us to provide two versions of the documentation for various types of printers. The version which has an extension of .LN03 can be printed on a laser printer; while version with the extension of .PS is to be printed on a ScriptPrinter.

The users have the ability to print the updates to the documentation manuals since the previous release, without having to print the entire documentation manuals. The updates are contained in a separate file which uses the same naming convention as the normal manual with "_UPDATE" appended. The update files are available in .LN03 and .PS versions. You will find updates to both the user and system manager manuals if changes have taken place.
The update files will include *ONLY* the modified chapters of the documentation manual, a new table of contents, and an index if one exists in the documentation manual. Updated documentation is also included in the normal documentation manuals. Therefore, if you plan to print the newest version of the entire user or system manager manual, it will *NOT* be necessary to print the update file.
It should be noted that even though the purpose of the update files is to allow the users to print only the updates, there may be cases when it would be more practical to print the entire documentation manual, rather than trying to use the update file. For instance, if a new chapter is added at the very beginning of the manual, the numbering for all subsequent chapters will change as well (the size of the update file could be almost as large as the normal documentation manual). SSDT will advise you in the release notes when the changes are so numerous that we recommend that you print the entire documentation manual.
There will only be one _UPDATE file provided each release for every manual. We do not plan to distribute updates for previous releases, as we do for the release notes.
SSDT strongly advises that you print new documentation manuals before you try to utilize the _UPDATE files.
If you print a .PS version of the entire documentation manual, be sure to print the .PS version of the _UPDATE files. The _UPDATE pages will not fit into the manual properly if you try to mix the various documentation formats.
If there are no changes in the documentation manuals, no _UPDATE file
will exist on the release.
6 Package Installation and Logicals
Installing USPS involves first using the OECN_INSTALL procedure to unpack the savesets into the OECN$ROOT:[USPS.V4P2.DIST]. After the distribution directories have been prepared, INSTALL_PACKAGE is used to transfer the package from the distribution directory into the user execution directory. See the VAXMGR_HANDBOOK in OECN$ROOT:[DOCUMENT.DIST] for more information about OECN_INSTALL and INSTALL_PACKAGE.
Prior to executing INSTALL_PACKAGE it is necessary to define several system logicals required by the package. The table below lists the logicals which should be defined prior to executing INSTALL_PACKAGE for USPS:

USPS also requires components from the OECN and CSSR packages. These packages should be installed prior to installation of this package. |
The USPS distribution contains optional CDD and DTR definitions that are acceptable for use with DTR, 20/20 and other products that are integrated with DEC CDD/Repository. Data names for COBOL are provided in the record definitions. The CDD definitions are optional and are not necessary to successfully install and utilize the base USPS package. However, the are a few "supported" DTR reports. If you wish to be able to use these reports, you must install the CDD definitions.
The INSTALL_PACKAGE procedure OECN$UTL will load the CDD definitions into the CDD when either the "CDD" or "FULL" option is used to install USPS. INSTALL_PACKAGE is the only supported method for installation of CDD definitions for USPS Version 4.2
The USPS CDD definitions for USPS Version 4.2 will be loaded into the CDD path referenced by the OECN$CDD_PAY_42 logical. This logical must be defined prior to executing INSTALL_PACKAGE and should be defined as a system logical. SSDT recommends that the USPS definitions be placed in a separate CDD directory from other CDD definitions. This increases the efficiency of the CDD, allows the USPS definitions to be treated as a 'database' from 20/20, and simplifies security maintenance. For example:

After defining the OECN$CDD_PAY logical, the INSTALL_PACKAGE may be executed. Below is sample run of the CDD installation:

USPS contains a dictionary for use with the UDMS Report Writer product. The dictionary will be installed automatically when OECN$UTL:INSTALL_PACKAGE is executed with either the FULL or UDMS option. If a version of the dictionary has already been installed, INSTALL_PACKAGE will merge the updated version into the local copy. Thus, reports and additional views developed locally will be preserved.
USPS also contains a sharable image which is used by UDMS. The sharable image provides 3GL functions which are used in calculated fields by the UDMS dictionary. To make this image available to UDMS, you must define the following logical during system startup:

Please implement this release as soon as possible. It is difficult for the SSDT to provide assistance to your problems if you are not utilizing the current version of the software supplied.
Please refer to the documentation files contained on the release tape to obtain a history of the modifications the software has gone through. The release documentation files are named in the format of "RELyymm.DOC" where yymm is the release date.
